Network connectivity issues: Troubleshoot and resolve any network connectivity issues that could be hindering connection attempts by MS Outlook. Restart the routers and check connectivity to other servers in same switch if necessary.

Conflict between windows products: This is an issue acknowledged by Microsoft themselves, conflicts between some of their services can also result in Error 0x800ccc0f. So if you are using an older version of windows make sure to upgrade it to the latest service pack in order fix this issue.
